UNESCO considers that ICTs can contribute to universal access to education, equity in education, the delivery of quality learning and teaching, teachers’ professional development as well as improve education management, governance and administration provided the right mix of policies, technologies and capacities are in place.
Its programme includes:

Capacity building and policy advice for the use of technologies in education, particularly in emerging domains such as mobile learning
Ensuring that teachers have the skills necessary to use ICTs in all aspects of their professional practice through tools such as the ICT Competency Framework for Teachers (ICT CFT)
Supporting the use and development of multilingual educational resources and software which are available for use and re-use as a result of open licenses (open educational resources – OER; free and open source software – FOSS)
Promoting ICTs for inclusive education, including for persons with disabilities and gender equality
Collecting statistics and developing indicators on the use of ICTs in education
Providing policy support to ensure that the potential of ICTs are harnessed effectively throughout the education system.

The UNESCO Institute for Information Technologies in Education (IITE), based in Moscow, specializes in information exchange, research and training on the integration of ICTs in education.

UNESCO supports national decision-makers in developing solid and relevant education policies and strategies and in managing their effective implementation.
According to this context, this support can come in the form of technical assistance in education policy analysis, the design of education sector development plans and donor mobilization in support of national educational priorities.

In other cases, the support can relate to national institutional capacity-building in policy formulation, sector analysis, educational planning, policy simulation and dialogue, resource projections, sector management, programme monitoring and evaluation, development cooperation and donor coordination.

UNESCO has been at the forefront of global literacy efforts since its foundation in 1946. Literacy is a human right and the basis for lifelong learning. It empowers individuals, families and communities and improves their quality of life. Because of its “multiplier effect”, literacy helps eradicate poverty, reduce child mortality, curb population growth, achieve gender equality and ensure sustainable development, peace and democracy.

UNESCO’s mission includes advocacy; standard-setting and benchmarking; acting as a clearinghouse; the dissemination of effective practices; policy and programme advice; support; capacity-building; research; literacy assessment; monitoring and evaluation; and partnership building.

UNESCO’s policy today is to support the promotion of literacy and literate environments as an integral part of lifelong learning and to keep literacy high on national and international agenda. Through its worldwide literacy programmes, advocacy work and knowledge base, the Organization works with countries and partners to realize the vision of a literate world for all.

UNESCO does not advocate a single “model” of literacy. UNESCO’s concept of literacy has moved beyond the simple notion of a set of technical skills for reading, writing and counting to one that encompasses multiple dimensions of these abilities. UNESCO recognizes that there are many practices of literacy embedded in different cultural processes, personal circumstances and collective structures.

This wide concept of literacy entails the notion of literacy across the lifespan: an evolving process concerning individuals of all age groups and at all levels of learning acquired through various modes of literacy provision.

UNESCO also monitors global literacy levels through the UNESCO Institute of Statistics (UIS), the EFA Global Monitoring Report and regional assessment programmes (RAMAA, SACMEC and LLECE).
